Yes they can. The clocks need to be plugged in to do this. If there is a 'projection on' switch, that one needs to be turned on or just take the snooze button and hold it down for a few seconds and the projection will stay on.

Is the projection constantly on or is there a way of turning it off?

You can switch the projection on and off, and also switch it permanently on if you wish.
