They will physically work, however it will depend on the rules in that country as to whether PMR446 is allowed.
446 is mainly an EU specification, and you can check the EU countries at this web site:

For Cuba, you could try posting a question on www.446user.co.uk or asking the Cuban embassy. 446 is not legal in the USA.

I have two sets of the Cobra radios. Whilst recently away on a skiing holiday, one of my radio's stopped transmitting. It continued to receive ok, but nobody could hear me. Can you offer a solution or where I can get it fixed? Is it possible to buy one singly?
Generally they performed really well, far better than the Motorola's which another friend had, and paid a lot more for!

Unfortunately these radios are not licensed for use in North America. Take a look at www.cobra.com for a FRS radio that is stocked by a local retailer, this should have similar functionality.
